SKR 2 will not flash firmware

I have a SKR2 REV B with the stem32 407 processor. I purchased new but was never able to get it to work. Recently decided to give it another go. No matter what firmware or what brand/size sd card use, I cannot get the board to flash. Have verified fat32 format, used 5 different sd cards and verified my jumpers are correct. The bin file never changes to cur. The 2 red leds come on and when a sd card is in the slot I get 1 green led all steady I get no serial com when I plug into laptop. I am at the end of my rope with this board. Any help would be appreciated.
