SKR Mini E3 V3.0 Hot end fan problems

I have added a plug on to my hot end fan at the fan end so that if the fan fails its easy to change and if I measure the voltage across the plug without a fan plugged in it reads roughly 22V, if I plug in a fan then it reads 1.5V and the fan doesn't spin. The fan works fine when I supply it with 24V from another fan socket, so its not a dodgy fan. What is going wrong? 

I bought the board back in May and its worked fine until this weekend when I started getting this issue.
