Octopus v1.1 no power for LCD screen on EXP1

I'm trying to get a RepRapDiscount Full Graphic Smart Controller working with the Octopus. I have hooked this screen up to another controller board to verify it is working. On the Octopus, there is no display on the LCD or any sign of power when running Marlin with the proper LCD configuration. Other board operations (motor control, etc) seem fine. Looking into it further, I find there is no power at the 5V pin of the Octopus EXP1 connector. I suspect that's the issue.

Would anyone know why that might be, or whether the power to EXP1 is controlled elsewhere on the board to help track down the issue?
