How to fix bootloader on TFT35 E3 V3.0

I found the .bin file and the photo showing the use of the STM32 cube programmer, which looks like it is pay to play. Is there another way like flymcu to install this file, if so, any one know of any information on how to do this, I tried to use an serial adapter to the wifi plug but it wont show in the programs I have tried.  Is there any more info on how to fix bootloader, I get white screen and black screen when trying to update firmware.
