Cooling fans don't work pt.2

Hey, I ordered my printer off Amazon and installed everything correctly. The whole printer works fine, but the cooling fans on the side of the extruder don't work. If they're off or at 100% they don't spin, and I don't feel any air being blown onto my print. Is there some code I can input to reset the fans, or do I need a new extruder? I have a Biqu B1, and the motherboard is an SKR 2.0.

Neither of the fans work at all. They don't work at 50% or 100%. I took apart my extruder and individually tested the fans, and they spin when I put them in a small 9 volt circuit. Back on the printer, they still don't work. I updated the motherboard to the most recent update too. I also realized that when I select the 50% fan speed, the fan cooling the motherboard turns off for a second and then turns back on to full speed.
