SKR mini e3 v3.0 no power

Hi all, just received and install the v3 and strangly when i power up nothing appens, i tried to check with a voltmetter and its getting power(24v) any idea why is that?

 

It should at least flash one or two leds right? nothing append, it just stay there like it wasnt been power but like i said iv checked with the voltmeter and its getting 24v as expected.
