SKR 1.4 Turbo FAN0 not working

So, I received a second hand printer with this board installed. Everything else works fine and I've gone through all the Marlin firmware settings to make sure everything is setup correctly (I'm 90% sure). The only problem is that I cannot seem to get power to flow to the FAN0 pins for the part cooling fan. I've used my multi-meter to check various pins and they all check out except FAN0. I've inspected the board for signs of a problem, nothing. Are there any other diagnostics (like LEDs or something) built into the board for verifying that the problem is in the board before I simply replace it?
